Windows install on this partition, disk E -  Label is System. But boot files (boot.ini, NTDETECT.COM, ntldr) is located in Disk C. I want all windows files located in disk "E". How i build it?

this is absolutely normal .  whenever u install windows , the boot.ini , ntdetect.com and ntldr will be located in the c drive .

because these files are the ones that help boot the computer .

If you have carved up your disks you should get the option to install on the E: drive when you do the installation. Are you wanted to do a dual boot configuration?

The boot files cannot be moved to other partitions other than drive c: since during the installation, the system would look for the boot loaders from drive c:

You just cannot change the location of boot loader files.
